The package of trilateral framework agreements between Shanghai Energy Equipment Co., Ltd., a subsidiary of the state-owned Chinese corporation POWERCHINA and Zabaikalsk Grain Terminal, LLC., Siberian Grain Project, LLC. was signed on December 11, 2017 in Shanghai. The total amount of investment is over 25 billion yuan.
In accordance with the documents, the Parties make plans jointly implement the turnkey construction of more than 30 objects of infrastructure facilities in the period from 2018 to 2026 within the framework of the “New Land Grain Corridor Russia-China” Initiative, including:
- construction of two turns of Zabaikalsk Grain Terminal (on first stage to 8.0 million tons transfer per year; on second stage it will amount 12.0 million tons per year).
- construction of 29 “Nodal elevators”, operated by "Siberian Grain Project", LLC. Capacity of single storage of each elevator is to 200 thousand tons.
Within the framework of construction projects, the Chinese partner provides construction expertise and expertise in the field of the integrated implementation of infrastructure projects on the basis of PC contract (procurement + construction) + M (management) + F (financing). In addition, they are responsible for raising investment funds from China's main financial institutions and ensure collaboration between all relevant parties and participants in China.
